Pastor Oliver Ramonde' Carter was born on July 2, 1970, to Oliver and Esther Carter, in Washington, DC. Pastor Carter attended private schools in the Washington, DC area, before graduating from H.D. Woodson High School, in 1988. Upon graduating, Pastor Carter signed up for active duty, in the U.S. Navy. After traveling around the world, Pastor Carter was discharged from the Navy in 1993 and worked several jobs, including being a Federal Police Officer, an Information Technology Specialist with the Department of Defense. Pastor Carter is now employed as the Program Director of Sasha Bruce Chloe House Program. In this position Pastor Carter manages the daily operations of a group home for troubled youth. Pastor Carter attends Liberty University where he is studying to receive his Bachelor’s Degree in Psychology with a concentration in Christian Counseling.

Pastor Carter accepted Jesus Christ as his Lord and Savior in September of 1998, at Marlboro Meadows Baptist Church, located in Upper Marlboro, MD. Under the spiritual leadership of Pastor Marcellous Buckner. Pastor Carter also received his call into ministry at Marlboro Meadows Baptist Church. Pastor Carter was licensed into ministry in April 2003, and ordained to the office of Pastorate in January 2009 by his spiritual father, Pastor Paul Steven Smith of Victory Fellowship Church International

Pastor Carter has been married to his lovely wife for 18 years and they have a 22 year old son named Steven , a 9 year old daughter named Charlye and a year 8 old son named Ramond’e. Pastor Carter’s favorite scripture is, Revelation 3:15-16 “I know thy works, that thou are neither cold nor hot: I would thou were cold or hot. So then because thou art lukewarm, and neither cold nor hot, I will spue thee out of my mouth.”
